I thought Luke was being sarcastic, as he clarified. Kinda like my proposal for requiring pro-capital punishment candidates to publicly excise and devour the still-beating hearts of executees. Admittance fees would be charged, but the performance would be open to the public. Like lotto, it'd be a means to raise state revenue without explicitly taxing us.

Camus said murderers fear the severity of capital punishment after the verdict, not before the crime. As someone else said, the decapitated corpses of executed executioners weighs in against any belief in its persuasive power over those incensed to murder.
