Ken Pollack's book says the Clinton administration formally adopted regime
change as the focus of Iraq policy in 1999. Within the administration, he
claims Gore and his national security advisor Leon Fuerth were the most
enthusiastic about it.
That doesn't mean, though, that if push came to shove Prez. Gore would have
rammed forward with an invasion over UN objections.
