A suggestion for ADA compliance:

Make sure there is an equivalent opportunity for disabled persons to travel to the demonstration cities. It would be preferable to rent a lift equipt bus along with all the other buses you rent to cart people to Washington and to San Francisco.

You would not necessarily have to get an accessible vehicle to carry everyone, but your group would need to get disabled people there somehow, in an accessible vehicle (whether rented, provided by someone else under contract, or SOMEhow) just as your group gets others there, without extra waiting, extra fare, etc.

There are accessible vans for rent which could be obtained should disabled individuals request a ticket to ride. They can be found on the internet in many locations throughout the nation. Type in "accessible vans."
