It's sort of heading in that direction, at least part of it.

I read it in its original form - a fat version of the typical RUPE pamphlet - and it's a fine document. Somewhere in it - and I couldn't find paging through it a second time - the author quotes an American rep at one of those Iraqi exile meetings in London as saying 250,000 Iraqi casualties would be acceptable. Am I remembering this right John?
