To Bush, of course, corporations *are* "the people." He doesn't recognize the existence of anyone under the corporate level -- corporate types are the only folks he talks to outside of government. Remember his dad's befuddlement at the new checkout line electronic gizmos he found when he strayed into a supermarket -- he hadn't been in one for years.
