My completely baseless conjecture....America...

Bugs discovered at EU headquarters

Electronic bugging devises have been discovered in offices used by the French and German delegations at a European Union headquarters building where an EU summit will open on Thursday.

EU spokesman Dominique-George Marro said on Wednesday that the EU had launched an investigation into the bugging but had no immediate idea who was behind it. He said listening devises were also found in offices used by other EU nations, but declined to say which or how many.

"We found anomalies in the telephone lines" during regular security checks a few days ago, said Marro in a telephone interview. He said only a small number of lines had been affected.

Leaders of the 15 EU nations are scheduled to hold a summit meeting on Thursday and Friday in the sprawling Justus Lipsius building which houses the secretariat of the EU council of ministers.

The EU's regular meetings of EU ministers are held there. Foreign ministers from the bloc met there Tuesday and EU finance ministers were to hold talks Wednesday.

The building also houses the offices of Javier Solana, the EU's high representative for foreign and security policy.
