Kelley makes three assumptions: (1) She knows, objectively, what is in the interest of the government (or "they"), (2) that _they_ know (as she does) what is in their interest, and (3) that all parties, from reporters to president share this knowledge and are working on it at any given moment.

All three assumptions are false. Not even within a large corporation with an effective hierarchy do you have this sort of unity of action around a clearly defined policy. And as for the rest, John Adams, "Never trust the British government [u.s. government, Chicago Tribune editorial board, Brigadier General X) to act in its own interests.

War is not a board game.
