that is certainly the ideal, and it works very well when the group is small enough, and single minded enough as to purpose, goals, tactics, strategy and especially common experience...but , when groups get larger, and points of view and experience are from a much broader section of the material world , striving for consensus, unfortunately, works out to endless debate, or coercive practice that ends debate and might just as well be labeled "small group leadership"...
