I always thought it was George Bernard Shaw who said it, which probably shows what an ignoramus I am. I've also heard it expressed as "it takes too many meetings."/////........

Interestingly, it isn't listed in the "Politics" chapter of _The Wit and Humor of Oscar Wilde_ (edited by Alvin Redman) which includes quotes not only from his most obscure works but also from reported conversation.
