***** Serbia fails again to elect a president

Serbia has been left in institutional limbo after it failed for a third time in just over a year to elect a new president.
Just over 38 per cent of the republic's 6.5 million voters took part in the weekend election, far less than the 50 per cent required for the vote to be valid.
The failure of the election means that the republic of Serbia, which with Montenegro used to form Yugoslavia until it changed its name to Serbia and Montenegro, has neither a president nor a parliament. . . .
