According to a paper read at the last Midwest radical scholars &
activists conference, before state lotteries appeared, some 40% of
"outside" money in ghetto localities came from the numbers trade. Now
some 40% comes from drug sales. 

So the elimination of the drug traffic, unless something would replace
it, would reduce by 40%k the retail trade of local stores (bars,
groceries, etc.) in ghetto areas????
