I think it might be because social slurs are more offensive as the group insulted is more oppressed. Polish jokes give less offense than black jokes, and Dutch jokes cause no offense at all. (Most of us don't even register that "Dutch treat" or "Dutch courage" are ethnic insults.) So calling someone a dick -- and by reflex, implying maleness is a bad thing -- causes less offense than insulting femaleness, because (a) instead of kicking a group that's down, you're kicking the one on top; and (b) in the case of you and me, we're part of the group we're insulting, which almost always makes it more okay. Part of the problem with using "pussy" as an insult is that it's almost always an insult by an outsider -- women rarely use it.
