Yes. When it was conscious and deliberate it was (for a while) much easier to fight. One of the ways the defense of racism has operated for a couple decades now has been increasingly to identify racism with deliberate racism. And increasingly the courts have gone along with that. The butchering of affirmative action has proceeded on this principle.

Racism as a subjective attitude (conscious or unconscious) emerges from, is generated by, the actual oppressed position of blacks in the u.s. That condition has to be changed first, and attitude changes will follow.
