Ah! Thanks for reminding me. There was a question as to whether Russian soldiers would be allowed to occupy part of Kosovo, as I remember. There troops were amassed nearby and hadn't been paid in quite awhile, and were living off the land. They were not yet under contract, but were anxious to become so, for obvious reasons.
