"profiteering" is not at issue. The expected results of the (statistically inevitable) nuclear accidents are part of the real cost of production. Requiring an industry-wide cooperative (ie., nonprofit) insurance fund would shut down every plant just as quickly as if they were left to insure themselves privately.
