Isn't the majority of info tech and related outsourcing in the area of call centers and the like? If so, that would point to language as being a key factor, so Canada might be a logical second to India. How about the historical relation between the U.S. and Canadian dollar values? Also, wouldn't the gov't health insurance in Canada make enough of a difference for U.S. businesses in terms of cost-effectiveness vis-a-vis staying in the U.S.? And one can't overlook various proximity/logistical issues that would make Canada a strong contender in some cases as opposed to far-flung India (never mind the oft-heard rhetoric that such things "don't matter")...
