Actually, the Japan of Miyazaki, Anno and PS3 design has lots of dissent, proably more so than at any time since the early 1970s. Even the Japanese business press, which noone could ever accuse of being progressive, has become noticeably less xenophobic, thanks to booming East Asian trade, case studies like Renault's turnaround of Nissan, and a very lively media culture. It's just that the NY Times tends to be tone-deaf to these long-term cultural changes.
