Since almost all of Maskhadov's aids have surrendered or defected, including the chief od his bodyguard, and since M himself seems to be negotiating a surrender in exchange for a pardon, Russia pretty much IS negotiating with the Chechen rebels. That leaves who to negotiate with -- Shamil "Mini Osama" Basayev!

 
Really I think such moves on the part of the EU are more a means to pressure Russia than they have anything to do with Chechnya.
