at the moment, the US war effort is running on the will of shrub, rummy, cheney, et al. the political climate of the US has changed a lot since vietnam; the will of the people isn't much in evidence, particularly if one countenances the polls. if a military draft is instituted, it will be interesting to see if the american people develop a "will."
