The *threat* of such an attack is already helping Bush. I'm surprised that there is any disagreement about this question, since all of the polling shows that Americans overwhelmingly think that Bush is tougher on terrorism than Kerry. There doesn't even need to be an attack as long as the Bush regime can keep issuing terrorist alerts that scare people into licking the boots of the authoritarians in power. Fear and scare-mongering are tried and true tactics that discipline the population into supporting the authorities.
I believe that Michael Moore did this wonderful movie about bowling which explained this very well.
