Because if he resigned before election day, there would be a special election. By doing it this way, he ensures that he will be succeeded by the President of the State Senate, Richard Codey, a Democrat. (New Jersey doesn't have a lieutenant governor.)

Actually so far it looks like there's been nothing but support for him in New Jersey on both sides of the aisle.
