Fact is, the CIA issued a report on October 8, 1998, a couple of years after the controversy broke, basically affirming Mr Webb's account, essentially exonerating him. The report was at http://www.cia.gov/cia/publications/cocaine/index.html or http://www.cia.gov/cia/publications/cocaine/index.html1
I just checked both links and they have been removed.
It was reported on in the San Francisco Chronicle.
