BTW this site at least appears to be put out by the Grozny government. Or least it's pro-Grozny government and dedicated to fighting the stereotype that all Chechens are terrorists (i.e. its target audience is Russian, though it has an English page). It's also got some cool audio clips, for those who want to hear how Chechen sounds.

Quotas for Chechnya remain unchanged

Chechen education ministry has summed up the recruitment of students for the Russian universities and institutes. This academic year the higher education establishments in the Central and Southern Federal Districts have offered 460 scholarships for Chechens who leave schools next year. For example, 112 places have been reserved in 20 universities and institutes in Moscow and 30 places in St. Petersburg.

Chechen education ministry approved the list of the higher educational establishments in advance. It took into account the demand for graduates in various specialties but also the place where the educational establishment is situated. Experience of the past years show that Chechen youth has no desire to live far away from their home towns. As a result several places in Krasnoyarsk and Tomsk remained vacant.

Generally, Chechen youth gives preferences to such professions as accountant, lawyer and doctor. Two-thirds of students wish to study in Moscow. The number of students who wish to become engineers remains very low. The places at Engineering and Technical Institutes in Vladimir, Orel and Ivanova and at the food-processing institute in Dagestan have remained vacant until recently. Students, who failed to complete the selection tests in Chechnya for more prestigious institutes, filled these places.

Students who leave the schools will be selected for the next academic year too. Russia's federal education agency said that the number of quotas remains unchanged. In fact, Chechnya is the only Russian entity that enjoys this privilege.
