The goal is to break the Sunni Arabs away from the Shia Arabs. The Kurds are already gone and will remain so, so long as they can get protection from the US. 

If the Sunni don't vote, then the US can't so easily  its elections look more legitimate, which are, more than anything, supposed to make a weak, federal Iraq a fait accompli. The Shia should boycott this phony election as well as the Sunni, in order to form a real opposition front that asks and then demands the US leave NOW.
