I don't think that modern (neo) Georgists believe that, insofar as they *do* believe in taxing away as much Ricardian rent as possible. They (especially the more libertarian of them) might make *posterior* claims that this is enough to fund government. But it's not central to modern Georgist beliefs, as far as I can tell.
