Having seen the movie twice, it seems that the Afghanistan bit was presented more as evidence that despite the rhetoric, what the Bush administration was really interested in was continuous war, total domestic control, and unlimited/unquestioned war profiteering --- all nicely wrapped in a package called "the war on terror". Giving Bin Laden, the alleged engineer of 911, two months to find a good hiding place was entirely consistent with this strategy.
