It also reinforces the factory model of the school - you've got your inputs (curriculum, teachers, texts, equipment), your raw materials (raw students), and your outputs (processed students). The test standardizes the process and allows for quality control - and allows the inputs, esp the teachers, to be graded and ranked and appropriately compensated.
