I don't know of any PPP data for U.S. states. The Timbro paper just uses the BEA's per capita GDP by state figures. If you're going to use PPP measures for countries that in some cases are smaller than U.S. states (Norway is about half the size of NYC), then you should use them for our states. A $12,000 income in rural Mississippi would buy you a rather different life from the same income in the Bronx.
