At the Socialist Scholars Conference this morning, Michael Lighty of the California Nurses Association reported on a bill that the CNA lobbied for that prescribed minimum nurse-to-patient staffing ratios for hospitals. Gray Davis signed it. Though I doubt Davis would ever have proposed something like that on his own, at least he didn't veto it. Would Pete Wilson have signed it? Would Arnie? I rather doubt it. But it looks like an example of how you can work with the differences between D and R - popular movements still have to agitate, but with a D at the top, you can sometimes shame or force them into signing decent bills.
