The authors seem to have recently started a small Center and a website devoted to this issue. It has the latest version of the paper (which has been often revised), related papers, and news articles:
This new site is sometimes down. You can also try: http://www.columbia.edu/~sr793/count.pdf
The main paper is not easy going but they have done good work. Enjoy. Paul
