[Excerpt] [Presenter Kirill Pozdnyakov] At the summit of the CIS countries in Astana the main issue discussed was the fight against terrorism, and the leaders of the CIS made a declaration about this. The partnership called for wide scale reform and there was a changeover in the head of the council of heads of state. Now the president of Russia presides over it. We now have live NTV special correspondent Boris Koltsov. [passage omitted: correspondent summarizes what was talked about. [Koltsov] Let's listen to what some of the presidents said at the press conference.

[Putin] We should not only have the same conceptual framework, in essence we should also be talking about one and the same thing and on this basis we can pool our efforts in the fight against terrorism. Mr Bin-Ladin, for example, I think has already twice proposed a so-called armistice to Europe in return for the withdrawal of troops from Iraq. No-one even thinks about negotiating with him. Why? Because the whole civilized world thinks that the measures which Mr Bin-Ladin and his organization uses, are such that people of today's civilized world cannot negotiate with him whatever the issue. Thus, there are people with whom you cannot negotiate. And we are firmly convinced that those atrocities with which we were confronted in Beslan give us a full moral right to insist that the people we are up against in Russia are part of an international terrorist network."

[Georgian president Mikheil Saakashvili] Terrorists are a common enemy for us all. We know who these people are. Basayev - from 1993, 1994, about 1993, was a so-called separatist hero of Abkhazia, and on his hands is the blood of Georgian citizens and people of other nationalities who died there. These people really represent a threat to everyone. They are a threat to Georgia, they are a threat to Russia, they are a threat to the whole of civilized humanity. The uncontrolled territories are a fundamental base for their relaxation, their training, for the further use by these people. There are uncontrolled territories in other countries, too.

[Uzbek President Islom Karimov] Today terrorists use the most up-to-date methods to organize somewhere and somewhere carry out serious work, to choose their targets and hit them. We are fighting people who carry out the terrorism, anyway, it is what is know in Russian as to kick up the bottom. But we must fight against the roots of this process. We must fight with the ideology, the ideology which acts as a conveyor belt to brainwash people and turn them into terrorists.
