Um, Michael, the New Deal was a mass movement supporting the writing of new laws and regulations. Which is what it takes to pass them today. We definitely need more and bigger mass movements to get more and better new regulations, but it's not some simple dichotomy between reform and revolution. I'm the last person to think lawyers are the key folks in social reform; they can supply some technical skills, but the key is always building political and social power.
