I'm not aware of any psychological screening program (even unofficial) that the Nazis had for death camp workers. Otto Globocnik, in charge or high up of Aktion Reinhard (the code name for the murder of Polish Jewery and Stangl's boss -- Stangl despised him) was a monster, a sadist (in the bad sense) and a thug. But I think Arendt was right that the Final Solution was mainly run by bureaucrats, not psychopaths -- and even they didn't think of themselves as doing evil by and large. Kert Franz, Stangl's adjutant at Treblinka, said: "Basically I have never done wrong to anyone." He stated that he never killed or beat anyone -- well, maybe he beat someone once. This was the No. 2 guy at Treblinka,
