Now a video presents "Osama Bin Laden" with a message timed and phrased so as to help the fraudulent campaign of Ubu POTUS (aka GWBush Jr). "Bin Laden" takes the responsibility assigned to him for 9/11--but also dates his "plot" from---1982!!--even though everyone knows that he had been faithfully serving the US Intelligence Services for at least eight years after that. So my question 3 is now answered: "Bin Laden" has *never* ceased to be "a covert 'asset' of U.S. intelligence services."

IMHO, I don't think "covert" and "overt" really describe the situation.
My take is: At some point he stopped manifestly working for USINT, but due to aspects of the type of war he's waging, his involvement is now what would perhaps be called latent, or more colloquially "...a side effect".
He *has* given the "west" a rationale to run amuck throughout that region of the world. However, it's been a few year since USINT has had any *serious* intelligence on UBL's whereabouts and if they can't find him... how was, I believe this is an administration quote, "...A ragtag band of religious zealots.." supposed to round him up.
Yet we used that as an excuse to attack a sovereign nation, mostly because Unocal & Enron really wanted a short-route pipeline from the 'stans... right through Afghanistan. UBL was used as the reason

IMHO, he's being "used" to some extent, but unavoidably so.
Surely he knows that.
I'm sure this has been hashed out within his circle of confidants and it is probably a non-issue. If UBL is any kind of strategic thinker, he has figured out how to use the situation to his advantage.
He made it very clear that the reason he considers us to be the enemy is because of our involvement in the middle east, not because he doesn't want Afghanis to own MP3 players and Cell Phones.

If we ever break off relations with Saudi Arabia, and set about arranging a truly just policy in regard to Israel and Palestine, UBL will most likely evaporate as a threat to the United States.
But here's the "tough nut": "Your security is not in the hands of (Democratic presidential candidate John) Kerry or Bush or al Qaeda. Your security is in your own hands and each state which does not harm our security will remain safe."
He wants Americans to take responsibility for our action.
