You've been reading too much US commentary. Russia is far too corrupt to have a police state. Russia barely has laws.
A lot of people in Russia would be in favor of an effective police state. A lot of people. Old-timers say things like "why can't we just shoot these terrorists on the spot, like Smersh did to the Germans? The Germans never made it to the center of Moscow."
