Um, the ADA passed both Houses of Congress by overwhelming majorities and had key sponsors and supporters from both parties. Both G41 Bush and G43 Bush take credit for it politically. The main activist behind the ADA was Justin Dart who was thrice appointed to federal positions by Ronald Reagan (Dart was a supporter of the Clinton efforts to get universal health care and a progressive guy I should note as well--it is just that the Republicans are just as good as Dems at getting little Disability stuff done).

Also, the weakest provisions in the ADA are about employment precisely because of the very "republican-ness" of the law. There were Republican led efforts to weaken the law in the 90's which the Dems were better at protecting but disability politics are different than other issues. It is possible that some Dems might have made things better but the Dems do very little on the issue of disability (another huge "sin of omission" in my book--and that is how I keep score). John Porter (R-Ill) is a pretty typical Republican who votes very well on disability issues.
