I see it as parts of the ruling class acting in what they see as their interests. They reach a consensus and they act accordingly--in this case to depress both psychologically and ultimately on election day, the section of the electorate which would cast its vote Kerry's way by skewing polls this way and that. There is no need to call a Wansee Conference where the real leaders are absent in order to establish plausible deniabilty. That route is passe' these days.

Nobody who voted for the Democrats in the last Presidential election is going to vote Republican this time, IMO. Add to this, the fact that a lot of people who voted for Bush last time are angry with him now and you get a problem which needs tweaking. I think that's the reason for the big differences in say the Zogby poll and the CBS poll.
