The Pacific Rim is one of the most heavily monitored areas on the planet for seismic activity. Seismic measurement was, and still is, one of the best ways of telling if someone has set off a nuke, and the seismic signature of a nuke is different and distinct from the signature of seismic activity. Using the seismic measurements the US (and anyone else with a seismograph and some experience) could tell where, when, what kind and what size yield nuke the Soviets and PRC had set off. If NK set off a nuke they would know it and we'd be in full,pants-wetting, Defcon 1 mode.
This is fear mongering horseshit and nothing else, unless NK and Iran wind up as part of the 'October surprise'.
