The U.S. did horrible things to Vietnam, no doubt about it. But I'm afraid "independent development under domestic control" is nearly impossible. No such thing. The world is too interdependent for that - countries need technology and resources from the outside, and there are real gains from trade. Unless you think North Korea is a model of development.
