I think the article you quote is very weak: much of what it says has already been said over and over both by the left and by the right for a number of years now -- it's another chicken little spin. Not that I don't think there could be a meltdown.

Are Bush and Co knaves or fools? A little of both I think. Are they planning to bankrupt the U.S. in order to pull the rug out from under all social programs? -- I don't know, it seems that they're making fairly good, steady progress in that direction...without having to do anything that would destabilize the global economy...which brings us back to the knaves or fools question.

Your guess is as good as mine. I've been waiting for the sky to fall since the eighties so....
