I don't know about his case (Beslan), but there usually is a third.
For example, AG Reno didn't _have_ to invade Koresh's cult compound in
Waco TX in 1993 (which led to the deaths of 20 children, if I remember
correctly) or leave the cult alone. A siege might have done the trick.
