Terrorism in Kashmir is Pakistan sponsored, most terrorists are non-Kashmiris and Pakistani nuclear weapons are being used as a shield to ensure that Indian army doesn't cross the Line of Control to defeat the state sponsoring terrorism.(Indian army could drive right upto Peshawar, if it were not for Pakistani nukes.) So Pakistani nuclear weapons are central to that strategy. That's the real strategic logic of terrorism as far as it concerns Kashmir. Indian state is not going to make any concessions on Kashmir irrespective of the nature and level of terrorism. It's unrealistic to imagine that Indian state can be coerced to offer concessions on Kashmir by suicide bombing or other forms of terrorism.
