A Canadian once told me that people who can speak French are asked (with a nod and a wink, of course) if they want to be waived through the Canadian immigration process in Quebec. Is this still true or was it ever true?

If so, it might be an incentive for people in the U.S. who want to leave, to look up their local Alliance Francaise for language lessons.
