As far as I know, and I am not immigration lawyer in Quebec nor have I ever been an immigration lawyer in Quebec nor have I ever known an immigration lawyer in Quebec, Quebec immigration attempts to discern an individuals ease of integration and likelyhood of staying in Quebec. Hence I think an American with some evening classes in French is not going to score high. But then again if you promise to vote yes in the upcoming ref on Sov then perhaps you could manage it.
