It's both.
Now, in the hard to understand part, how exactly is it that a war set in Central America during a war just like it in Central America gets described as "thinly disguised Vietnam" as it does in the case of Lucius Shepard's really brilliant _Life During Wartime_? (By the way, has anyone noticed that seems to be David Byrne's preferred encore number?)
