Yes, Hardin's essay has little going for it but the snappy name -- which is, in fact, as you point out, a misnomer.
But Mancur Olsen's reformulation of the collective action problem, produced in book form 3 years later
had a huge impact and is now a completely accepted part of the common wisdom of economics, political science, public policy, etc.
