Except that every time anyone mentions planning and controls someone always dredges up "Cabrini Green" or USSR planning failures as if they were failures inherent in planning rather than failures for other reasons within the context of their specific historic background. In too many peoples minds failures in any planned project reveal the "structural problems" of controls but failures in markets are failures for specific reasons outside the markets that can be corrected for in the future.
