Well yes, of course...guns.
But to effectively counter the ferocious assault Nazi-equivalents or an organization like the CIA can stage requires more than merely "guns". You'd need an entire command and control apparatus at least equal in organizational effectiveness and lethality to your enemies. One of the reasons Iraqi actions against the United States have become so much more devastating in recent months is that the professionals - the Baathist intelligence and military talent - have brought their skills to bear.
So, even with less powerful weapons and no air power they think like an actual military and employ 'professional' tactics.
I think Chris Doss' comment about Black Blocs versus the Wermacht is not as useless or off track as you seem to believe. The question can be re-phrased: how do anarchists who agree with your understanding of what anarchism means propose to deal with the very real power of states to destroy on a vast scale?
