Youth and minority collectives producing radiocasts on the Internet,
that's a great idea.    That way minority youth in the projects will
listen to broadcasts via their PCs and DSL lines.  I happen to know a
"minority youth" who listens to WBAI in his car - maybe he can hook up
satellite Internet and a computer in his car instead of turning on the
radio.
