MOSCOW. March 2, 2005 (Interfax-AVN) - A long-term state program must be adopted in Chechnya for the rehabilitation of young men who have quit illegal armed groups, Chechen First Deputy Prime Minister Ramzan Kadyrov told Interfax on Wednesday.
Over 7,000 militants, most of them young people, have surrendered since the counter-terrorist operation began in Chechnya, he said.
Following checks by law enforcement agencies and special services, some of these young men were given jobs in departments that are combating illegal armed groups, he said.
"But the police cannot provide employment for all, and there is no need for this. Therefore, the authorities must pay special attention to the rehabilitation of this category of citizens and all young people living in Chechnya," Kadyrov said.
Serious attention must be given to the organization of the younger generation's leisure time and to job opportunities for them in other regions, Kadyrov said.
"Russian universities must admit thousands of Chechen applicants each year, not the 200 to 300 admitted today, and give them a profession, widen their outlook and help them get adjusted to Russian society," he said.
"A comprehensive approach to this problem will help cut off teenagers from illegal armed groups, which recruit young people through deceit," Kadyrov said.
